. The alkylene oxide derivative (I) has a moisturizing effect, a rough skin improving effect, a stickiness improving effect, and a transdermal absorption promoting effect. When a refreshing agent is used together therewith in the composition of the present invention, the refreshing effect lasts for a long time and it is excellent in feeling of use without skin stimulation.
