An existing straight pipe 1 is cut off at two locations by rotating two seal-up housings 2 each mounted with a cutter 3, to form two cutoff groove 12C. A straight pipe portion 1p between the two cutoff grooves 12C remains left without retrieval, to impart a flexibility and contraction and expansion properties to a pipeline.
