A computer-implemented method for performing a distributed energy generation (DEG) modulation between one or more renewable energy sources (RES's) and dispatchable loads, and a local power system and a global power system using a RES power management system, wherein the RES power management system comprises one or more onsite control loops. The DEG modulation runs only when a run-time measured grid boundary condition of voltage, current, or power exceeds the allowed voltage, current, or power capacity plus a safety margin of any phase of the three-phase AC electricity distribution network of the local power system or the global power system. The RES power management system receives dynamic global power system grid services in advance and store the system requirements locally; thus, the DEG modulation can be executed even under total loss of wired and wireless data communication.
