An inducing apparatus includes: an inducer that induces an inducing subject in a vehicle to a predetermined mental state, the inducer being provided within a field of view of the inducing subject, being capable of blocking outside-vehicle information within the field of view, and being capable of operating to induce the mental state; and a processor that controls the inducer to transition the mental state of the inducing subject.
