Provided are a wavelength monitoring apparatus, a wavelength monitoring method, and a wavelength locker that are capable of monitoring a wavelength of light by using a simple configuration. A first optical waveguide guides light of a single mode. An excitation structure excites light of a first mode and light of a second mode from the single-mode light propagating through the first optical waveguide. Through a second optical waveguide, the first-mode light and the second-mode light propagate. A first light receiver receives a combined wave of the first-mode light and the second-mode light. A wavelength analysis unit determines a wavelength of the single-mode light associated with light intensity of the combined wave received by the light receiver, based on information being acquired in advance and indicating a correspondence relationship between the light intensity and a wavelength of the combined wave received by the light receiver.
