Embodiments of the present invention relate to a thermal desorption system for oil-contaminated soil and gravel, using a microwave indirect irradiation method and including a microwave emission prevention device and a preheating device using waste heat, and a thermal desorption method for oil-contaminated soil and gravel, using the same and, more specifically to: a device capable of economically purifying, in an eco-friendly manner, contaminated soil and gravel by using a microwave indirect irradiation method on soil and gravel contaminated by pollutants such as various oils or organic waste; and a method therefor. When using the contaminated soil and gravel purification device and the method therefor of the present invention, purification work can be completed by processing contaminated soil and gravel only once, thereby enabling high productivity to be ensured, and waste materials discharged from an ironmaking process and the like are used as raw materials of heating element particles such that objectives are achieved even without using conventional, high-priced materials, thereby enabling high economic feasibility to be ensured, and thus applicability to an actual field can remarkably increase. In addition, an outer tube encompassing an inner tube extends to both sides and a plurality of ring-shaped microwave attenuation units are arranged on the inner circumferential surface of the outer tube, such that microwaves are prevented from leaking between the inner tube and the outer tube, thereby enabling eco-friendliness to be ensured, and even the waste heat generated during a pollutant desorption process is utilized in the system itself, thereby enabling economic feasibility to increase further.
