The invention relates to an optically transparent polyol-in-oil-composition, wherein the composition comprises a) ≧40 weight-% and ≦90 weight-% of at least one low molecular weight polyol, b) >1.0 weight-% and <25 weight-% of at least one cosmetic or therapeutic active, c) ≧1.0 weight-% and ≦10 weight-% of at least one polyether-free emulsifier d) ≧2.0 weight-% and ≦25 weight-% of at least one oil component, wherein the emulsion comprises emulsifier coated droplets in a size range of ≧20 nm and ≦1000.
