A heater element is disclosed, including a pair of substrates formed from foamed polyurethane resin and a cord-shaped heater disposed between the substrates, and the substrates are bonded together by hot pressing with an adhesive disposed between the substrates such that the cord-shaped heater is fixed between the substrates. The thickness of the heater element after being subjected to hot pressing exceeds 1.00 mm and the weight per unit area of the heater element after being subjected to hot pressing except a weight of the adhesive at an unallocated region where the cord-shaped heater is not disposed is within a range of 0.016 to 0.040 g/cm2.
