The present invention relates to a way of transmitting states of a small cell operating in an on-state and an off-state. That is, the present invention relates to an apparatus for on-off information transmission on an LTE small cell which minimizes interference by receiving an on-state and an off-state of a small cell by means of a terminal and the apparatus includes a small cell base station that transmits a discovery reference signal to a terminal.
