More particularly, the present disclosure relates to a personal care device comprising a hydrophilic matrix, such as a polymeric material, and a hydrophobic conditioning agent dispersed therein, such as a silicone or a siloxane-based agent suitable for transferring from the device surface, and more particularly the matrix surface, to hair or skin surfaces in contact therewith.
