A device for treating a target surface, such as occurs when cleaning a window. The device has a substrate. The substrate has plural, alternating zones. One zone may apply a liquid to the target surface, while the immediately succeeding zone removes the liquid from the target surface. The following plural zones may be used to repeat this process.
