An environment-responsive system and method delivers advertisements to advertisement recipients in accordance with monitored usage behaviors and environment conditions local to the advertisement recipients. The advertisement recipients may interact with the advertisement delivery system so as to, for example, obtain additional information about the advertisement, including an explanation of why the advertisement recipient received the advertisement. Advertising fees may be processed based on advertisement recipient responses to the advertisements.
