A hydrophilic treatment composition containing a surfactant having a branched chain, a silicate compound expressed by the following general formula (1), at least one moiety selected from silane coupling agents expressed by the following general formulae (2) and (3), an organic solvent, a catalyst and water. (wherein, in formula (1), R.sup.1 may be identical or different, and respectively are a hydrogen atom or an alkyl group having 1-3 carbon atoms, and m is an integer from 1-40.)
