Abstract
To create a network that can seamlessly integrate a plurality of wireless communication systems to provide more efficient and advanced service and, in particular, to provide a common platform for various radio communication networks A common core network has a mobility manger 47 that supports roaming mobile hosts and a resource manager 46 that coordinates traffic distribution. The common core network allows roaming within a homogeneous radio communication network and between heterogeneous radio communication networks while ensuring service quality. In one area, the common core network enables Internet 33 access via a gateway router 32. A plurality of common core network structures (31, 31'), each of which is the same as that residing in one area, are each arranged in corresponding areas via the Internet.
